Since a draft is not yet ready for the main article space, it is not in shape for ordinary readers, and links from articles should not go to a draft. Such links are contrary to the Manual of Style. County roads

Unlike state highways, county roads are typically not notable and of very low importance for Wikipedia to cover. There are exceptions, like H-58 (Michigan county highway) or Brockway Mountain Drive where much as been written about them, giving them the "significant coverage in reliable sources independent of the subject" to warrant including articles about them. I don't find that sort of coverage about the county road systems in each of Minnesota's counties, which means those lists are teetering on the verge of deletion. Tunerville, South Dakota moved to draftspace
