You might be interested in looking at: User page design center. At some point soon you should be able to upload pictures.

One word of advice, though. Don't focus solely on making a fancy user page. Your user page is yours to play with, within the user page guidelines, but you should also work on other aspects of Wikipedia. If you don't you'll be suspected of treating WP as if it were social media and there's a very strong assertion called NOTSOCIAL. — jmcgnh^{(talk) (contribs)} 01:58, 10 August 2018 (UTC)
