There are 3 ways;
  • Speedy deletion, for blatant nonsense etc
  • Proposed deletion, a page that 'obviously doesn't belong in an encyclopedia'
  • Deletion discussion, commonly called "AFD" (articles for deletion) - someone nominates the page and "we", the wikipedia community, make comments about whether we think it should stay or go.
If it's an established article, I expect it will be the latter. In which case, please go to WP:AFD - instructions are there, and you'll also find it will be useful to skim through some existing nominations to see how it all works.
