Redlink Discussion edit

Currently, Moqitiyeh, Khuzestan is linked in the template as a redlink, when that link would make sense to redirect to Moqitiyeh, which is also in Khuzestan, but not in Bavi County. It would be problematic to this template if it linked to a place in a different county if that redirect gets created. I am thinking that the current redlink should be a redirect to the current existing page linked above, and possibly a dab once an article for the place in Bavi County is created. Either way, there will be 2 articles about a place called Moqitiyeh in Khuzestan Province, and they will both probably need additional disambiguation tag, likely with the county name before the province name. A few questions:

Should the current Moqitiyeh article have a redirect at Moqitiyeh, Khuzestan (which would make this template link to that place, even though it is not in Bavi County)
Should the current Moqitiyeh article be moved to a version with 2 tags, and have a redlink in this template to the place in Bavi County that will have 2 dab tags, and leave the page open for creation? (And have a dab page at the version with only one dab tag, and/or a hatnote linking to the other place on both of the Moqitiyeh articles)
