The hook is interesting as it startled and intrigued me to learn that Snohomish County did not have an Executive until 1980, indicating they did not adopt a charter government until that late date. Fascinating! The hook is also of appropriate length and is cited to a RS (the Seattle Times). There is no image to review against. Both the hook and article are NPOV. @SounderBruce: you recently ran another Snohomish County Executive hook, and this one might not generate much interest among readers outside Washington State.
