Over the last year and a half I've added biographical information and references to this article. I've upgraded its quality class from "Stub" to "C". I think it still needs more information about Hagihara's scientific contributions and a fuller bibliography of his publications. There doesn't seem to be much biographical information on Hagihara in English. It would be helpful if someone who knows Japanese could check for sources available in that language.
