Smjg, surname pages are not dabs, but articles - if there is little info, they are often presented like dabs but they are not. Surname pages give basic info on surname (if any has yet been added) and list notables with the surname (Giles meets WP:POLITICIAN - MPs are members of national legislature) and is no less notable because his article hasn't been create yet. Robert's was only created a day or two ago itself, and Giles' entry links to article with info on him. As an aside, dabs are also fine to disambiguate between entries which have info on WP but no their own articles, see MOS:DABMENTION and MOS:DABRL.
