Similarity between smear-ripened and wash-rind cheeses

The "practically edible food encyclopedia" suggests that washed rind cheeses are different than smear-ripened cheeses.[1] In "Cheese: Chemistry, Physics and Microbiology", Patrick Fox says they're synonyms. Most, if not all, of the cheeses described as washed-rind cheeses have the orange/red rind that supposedly indicates smear-ripening. I'm not sure who to believe.
