editI seem to recall it having a useful description of surveillance techniques, and a glossary of criminal slang, with terms like "fence".

Non-uniform size
editThe edition I know -- not readily available -- was either Edition 2 or 3. The cover art showed a policeman on the right advising a boy on the left.
The book was not uniform with the novels in print at the time. The Handbook was taller than the novels.
