They look at individual films, not the series as a whole. Considering Allegiant did awful in the box office and was panned by both critics and the audience, and the significant deviations between the books and movies, it wasn't financially viable. Considering Allegiant dropped almost 40% compared to Allegiant, and Mockingjay I only dropped about 13%, then looking at Mockingjay II's drop, the likelihood Ascendant would actually lose money on production alone made it a financial risk.

Starz has dropped Ascendant edit

I saw an article today that Buzzfeed received information that Ascendant has officially been scrapped by Starz due to the cast dropping out.
