The top-16 swimmers from prelims qualify (Q) for semifinals; the top-8 from semis qualify for finals. A swimmer may choose to scratch the next round, and thereby bump up the next fastest individual (17th, 18th, etc) into the next round; however, those people outside aren't really said to have "qualified", and should not be marked as such.
