Article is Bass-Ackwards

starts off talking about closing it / redevelopment, and then nonchalantly mentions slumdwellers and scavengers being resettled. how about telling us that there ARE slumdwellers and scavengers before u get into all that?! i mean, the line about fires causing death falls totally flat unless u know this -- typical reader is thinking "plant engineers?" "sanitation workers?" etc.

should have a solid paragraph about its history, nature, and population before even MENTIONING its closure/redevelopment/resettlement!
