At present, the External links section already links to the second link you provided. Although the information on the chair may change annually, this can be easily updated on Wikipedia. EXISTING SENTENCES

Nai Hsueh, is Chair of the Board for 2020. Nai has Bachelor's and Master's degrees in Hydraulic Engineering and is a Registered Civil Engineer in California. She worked at the District for three decades rising from Junior Engineer to Chief of Capital Programs.

UPDATED SENTENCE Each year the Board of Directors elects a director to serve as the Chair of the Board.
