Who wrote this? Did the author havea a bad experience at this hotel?

I don't know, but it doesn't seem terribly encyclopedic. It doesn't matter much now since it's being demolished soon anyway, I guess. I'm going to take it out because it reads too travel guide-y but something probably should be written about it's poor reputation, since everything I read about it mentions how awful staying at the place was. It's closed! edit

The decision has been taken to close the Rossiya Hotel and to build a new resort at its place. Here is what was published on http://moscow-hotels.net/rossiya%2Dhotel

Dear Customers, We are sorry, but the Rossiya Hotel had closed its doors on January 1, 2006 and is now out of business. Reservations are no longer taken for this hotel. Nikita Sergeyevich Khrushchyov edit

As far as I know, Nikita Khrushchyov was removed from power as General Secretary of the CPSU Central Committee and Chairman of the Council of Ministers of the USSR in 1964, and replaced (as General Secretary of the CPSU CC) by Leonid Brezhnev. As such, I don't understand how could Khrushchyov have ordered the construction of the Rossiya in 1967. What you probably mean is that Khrushchyov ordered its construction before that (either in the late 50's or early 60's) and the hotel was FINISHED in 1967.
