Macron calling for snap elections was just (officially) announced (roughly at the time of writing). The references 1,2,3 in lead are from 2022 and they have very little to do with what is being said in the lead. The article says that Macron is the second president after chirac to use it's dissolution power. In fact, De Gaulle and Mitterand (twice) also used the power of dissolution.
