Inquiry about reference

I have looked into the references for the section specified in the article and I found this one

As Wikipedia, in whatever language, is considered user-generated content, it cannot itself be used as a reference.

Normally, though, when you find a page in a different language Wikipedia, the sources used there may be considered for use in English Wikipedia. Looking at the article you referenced, I can't properly evaluate refs 1 and 4. Refs 2 and 3 seem to point to the same page, which is to a site called "The Library Pk" - but on looking at it, it seems more like a personal blog than independent reporting. That same site is the sole reference used on the English Wikipedia page here and seems inadequate to support notability all by itself.
