As far as I understand from a recent news item (http://www.redorbit.com/news/business/1420355/japan_to_levy_antidumping_duties_on_manganese_dioxide_imports/index.html) anti-dumping falls within the joint competence of the Ministry of Finance and METI in Japan. That's why I categorized the Ministry as an AD authority. However I'd be glad if a Japanese-speaking fellow Wikipedian can verify this information.
