Proposed modifications

1. I suggest that it would be more sensible to document by-elections on the page for the election year in which they occurred, otherwise this page will become very large. I have already implemented this for 1955 and before. However a considerable amount of research is required to collect the data.

2. Liverpool was awarded city status in 1880, so this should be reflected in the page titles.
