Also, the supposed #1, Maywood, California, has a population around 27,000, nowhere near the 100k threshold. And going over the list, that appears to be a common theme. Commerce, California has an even smaller population around 12k. There is potential to make this decent if the criteria is actually met and the cities under 100k are cut, but that would take a considerable amount of time and effort. Solution regarding Puerto Rican municipalities? edit

What do you all think is the best solution regarding Puerto Rican municipalities?
