From north toward south. From west toward east (Tatarstan).

Kinery, Shamaly, Kriyshi, Murzajevo, Shimenejevo, Mozhary, Kartlyshevo, Karlyjevo, Djatlino, Soldybajevo, Pindikovo, Novorodionovka (less than 100 inhabitants), Bajgulovo, Malyi Karatshevo, Malyi Bishevo, Karatshevo, Jagunkino, Ilebary, Bigildino, Osinkino, Toktashevo (less than 100 inhabitants), Antshikovo (less than 100 inhabitants), Kozlovka (adminstrational center), Slobodka, Balahovo, Lipovo, Novaja Derevnja (less than 100 unhabitants), Grishkino (less than 100 inhabitants), Toganashevo, Reshetnikovo (less than 100 inhabitants), Kartshev Poselok, Nizhnyi Kurgany, Komarovka, Izvestkovyi, Kurotshkino, Jemetkino, Katergino (less than 100 inhabitants), Osunovo (less than 100 inhabitants), Bishjevo (less than 100 inhabitants), Vurmankasy (less than 100 inhabitants), Sirekli (less than 100 inhabitants), Bajmetjevo (less than 100 inhabitants), Attikovo, Urazmetjevo, Novyi Tjurlema, Verhnyi Kurgan, Vorobjevka, Tseshlama, Staryi Tjurlema, Tjurlema (station village), Jangildino, Almenjevo, Sementhsino, Maslovka.

In addition to Kozlov and its satelite suburbs, Slobodka and Komarovka, only Bajgunovo has more than 1.000 inhabitants.

This list is quite outdated, not grouped by rural/urban settlements, and the names are not romanized in accordance to WP:RUS. If anyone needs a complete and current list, please let me know.
