When a separate article exists for a last name, all people mentions go there. Sergey Kirov is mentioned in the Kirov (surname) article. Regarding comments used to close the above move request edit

There appears to have been confusion of this move request with the group nomination submitted for Talk:Kalinin#Requested move 15 April 2017, which is mentioned at the end of this move request.
