It is an apostrophe. There is no coding difference between that and a single quote. ⟨ʼ⟩ is a combining mark, used for the IPA, but AFAIK not for orthography in general. — kwami (talk) 20:33, 26 May 2012 (UTC)Reply
It is an apostrophe, and U+02BCʼMODIFIER LETTER APOSTROPHE is the appropriate character. It is not a combining mark, and it is used for orthographies. Gorobay (talk) 16:03, 13 July 2012 (UTC)Reply
