Unbalanced

The article lacks any content about Vargas' actions during the Japanese Occupation of the Philippines. I have added two items to a new further reading section, so that a reader can get more information on that. Both seem to be pretty well balanced in giving positive and negative views of the subject of the article.--RightCowLeftCoast (talk) 03:04, 24 May 2018 (UTC)
