This is circular reasoning. WP:ANYBIO explicitly says Generally, a person who is "part of the enduring historical record" will have been written about, in depth, independently in multiple history books in that field, by historians. An obituary and a book about the particular association he was a member of do not meet that level. `Melcous (talk)
James D. M. Beebe organized the New Jersey-Sandy Hook Pilots' Association. There are 23 results for "James D. M. Beebe" on Newspapers.com. The fact that he organized the New Jersey-Sandy Hook Pilots' Association makes him notable as reported in several different obituaries.
