Isn't it snapping? Besides, personally I think it adds a lot the song, in a very positive way, and it also makes it unique, it's a very characteristic, easily recognisable song, despite being so simple in a lot of ways. Elton John at La Giaconda coffee house across the road edit
Suspect this could have been the first take (see e.g. YouTube "Tom Jones - It's Not Unusual (Original Take 1964) by John David Allen) or even a practice session. The only source for Elton currently is the YT video with anecdote by Chris Slade himself. Slade says he was there, but is not currently credited as the drummer in the article here, who is given as "Andy White or Ronnie Verrell - drums (also claimed by Alan Grahame)".
