Commander of 8AF ?

In the article there is a statement, that Eaker was second in command of 8AF, but as 8AF was established on February 22, 1944, as stated here :

based on 8. Bomber Command, he cant be commander of this unit in 1942. I'm not sure where is the truth, when exactly did 8AF start ?
