This article should not be merged or moved to Congregation (Roman Curia). If anything, info from the Congregation article should be moved to this article. The Immensa Aeterni Dei was a very important papal bull not only because it created congregations for specific administrative purposes but one of its lasting legacies was the creation of the Sacred Congregation of Rites which was important for dealing with sainthood. Prior to that the Catholic church relied on the "cultus" of an individual to determine beatification and sainthood.
