I am reading a newspaper article (2 Sep 1939) that states FDR accepted Wilson's resignation for his ambassadorship. This is well before November. The clippings can be found here and here. There appears to be no reference to the November date, so I cannot say why it is so far off. Someone who is more familiar with this may be interested in finding out why.
