Spelling "Sörgel" vs. "Soergel"

I am curious about why the spelling "Sörgel" was chosen instead of "Soergel". My impression is that the spelling "Soergel" is what he actually used. I also have the impression that German names are supposed to preserve their original spelling. That is, although "oe" is often used to represent "ö", especially when the character "ö" is not available for some reason (on an old computer, for example), and although "oe" should be replaced by "ö" when it is clear that a source used "oe" only because "ö" was not available, my impression is that this replacement is not done with proper names.
