I've changed the birth year from 1943 to Nadia Celis' ambiguous 1943-45, because Celis has spoken directly to Buitrago several times, and is definitely a reputable source, whereas the original citation was much further removed. I personally suspect 1943 is true, but it is genuinely unclear: the previous citation was Balderston/Gonzalez (in 'Encyclopedia of Latin American and Caribbean Literature 1900-2003', claiming 1943), who themselves cite Teresa Arrington (in 'Encyclopedia of Latin American literature', although she actually claims 1940, both there and in 'Spanish American women writers: a bio-bibliographical source book'). In vol 9 of 'Gran Enciclopedia de Colombia' Fanny's sister Letty Buitrago claims 1943 (most trustworthy?), but in vol 4 of the same series 1946 is written (not by Letty, though). Raymond Williams, who has also interviewed Buitrago before, claims 1945 (in 'The Columbia Guide to the Latin American Novel Since 1945'). Finally, and worst of all, I have a vague memory that Buitrago herself claimed to have written ‘El hostigante...' at 18 but only published it at 20, which would confirm 1943, but I can't for the life of me find that source.
