Is there such thing really as a 'German' driving licence? Generally in Federal Countries Driving Licence laws are matters for the State/Province. Who issues them? Lander,Federal Government or Local Authority? 91.84.189.190 (talk) 22:44, 28 November 2022 (UTC)Reply

I don’t think this article is the appropriate place to discuss constitutional law: Yes, it’s a competing legislative power, Article 74 (1) No. 22 GG. Both, states and the federal governments have the authority to regulate traffic matters. National law overrides state law, yet state law can apply if/as far as there is no competing national regulation.
Case in point, public safety (police, EMS, FD) are states’ responsibility, Article 30. Some (if not all) states allow volunteer fire department members to drive fire trucks just with an ordinary car driver’s license (ca. 2 years minimum possession required).
