The WP:RS in the article so far say that Anglade is the first woman to lead the Quebec Liberal Party, and the first black woman to lead a provincial party in Quebec. Is she not also the first black leader of the Quebec Liberal Party? From this list it certainly appears true, but of course that's WP:OR.
