Canadian Voices meets the guidelines of WP:OVERLAP for merging into CJLY-FM. The article also meets number three of WP:MERGEREASON and as far as I can tell might even fail to meet WP:GNG if left as an independent article. There are no secondary news sources that I can find for the topic and is thus only relevant within the scope of CJLY-FM. The article has also previously been nominated for deletion (here), but no consensus was reached and the discussion was in 2016 so claims that it will eventually have WP:SIGCOV are unlikely.
