At 391.1m spire and 321.9m roof, Citic Plaza was NOT the tallest building in the world from 1997 to 1998. I don't know which was the tallest building in the world in that timespan, but I do know that at least the World Trade Center twin towers in NYC (417m and 415m roofs) were taller. The WTC was built in the 70's and destroyed in 2001, so it existed in 1997 and 1998. And I don't think it was even the tallest then, even for the building category indicated in the article.
