de facto capital.... inaccurate

I removed a claim that Brussels is the de facto capital. It simply is not. (I came here because the American TV News outlet ABC News actually called Brussels THE capital of Europe - my emphasis - which is totally inaccurate. Europe is a continent and has no capital, and the EU has no Capital City because the EU is not a nation. Articles like this one seem to be the source)
