Was Jewey Smith a British Boxing Board of Control British heavyweight champion? edit

As can be seen below; according to Boxrec, Bombardier Billy Wells effectively unfied the National Sporting Club (NSC) and British Boxing Board of Control (BBBoC) British heavyweight titles from 24 April 1911, and this is reflected in the List of British heavyweight boxing champions article.

However, it appears that Jewey Smith beat James William 'Bill' "Iron" Hague for the initial BBBoC British heavyweight title on 21 February 1910, the title then passed from Jewey Smith to James William 'Bill' "Iron" Hague on 5 December 1910. These two bouts fit neatly between the NSC British heavyweight title bouts; Iron Hague beating 'Ex Gunner' James Moir on 19 April 1909, and the Bombardier Billy Wells beating "Iron" Hague on 24 April 1911. So my first question is; doesn't this all mean that Jewey Smith was a BBBoC British heavyweight champion?

My second question is; as the BBBoC wasn't founded until 1929, who was it that actually sanctioned the twenty-four BBBoC British heavyweight title bouts from 1910 to 1926? Even though only one of these bouts took place at the NSC's premises in Covent Garden, was it the NSC?
