Timeline: past or present tense?

I've noticed that some of the events listed in the timeline are in present tense, and some are in past tense (a lot need grammatical fixes, too, but that's an issue for another time). Mention of Oaks being aware of electric shock aversion therapy

I don't think this particular source, on page 379 (available at https://archive.org/details/samesexdynamicsa0000quin/page/378/mode/2up), supports the claim that Oaks knew. It does support the other two. Are there other sources that support that Oaks specifically knew?
