Good spot, it does indeed look like it was the composer himself uploading scores under the CC non commercial non derivative licence. I suppose given how many scores go missing if they're not properly catalogued, doing this meant they're available for previewing, and I guess if they were going to be performed they would need the parts hiring from the publisher, so it's rather a clever thing to do. We @ IMSLP try to encourage such things, whether maintained by composers or family members/people granted rights by the estate etc. (uploads of such recent works by such recent composers are supposed to be accompanied by a - legally binding, afaik - "signature" page; I realize this is not sufficient evidence for Wikipedia that these pages are authentic, but...
