"Points lost" (as in: win = 0 'verliespunten', draw = 2 'verliespunten', loss = 3 'verliespunten'), so doesn't come into play when all teams have played the same amount of matches. After that it goes: goal difference, goals scored, head to head, and after that there's a play off. @Qed237: Point 1 says that if everything down to head-to-head results is equal, "fate decides". Point 4 adds to this that if the teams equal on points are fighting for the championship, relegation or European places, there will be a play-off to decide this rather than a draw.
