Comment: The category is not exactly unpopulated. The dynamic-IP nominator (generally 2001:569:7C07:2600::/64) removed Hosahalli Ramaswamy from the category in order to call it empty. I see that you moved Hosahalli Ramaswamy to Category:People from Greater Montreal from the more specific Category:People from Baie-D'Urfé without explaining why in the edit summary. You then proposed deletion of Category:People from Baie-D'Urfé, but didn't give a reason (other than it being empty, which is because you removed the article that was in it), nor explain why you removed the categories from that category page. After I reverted your changes, you made them again without explanation. Listen, could you go to the Hosahalli Ramaswamy's edit history I have explained in the in the current edit and I forgot to explain in the previous edit. I lost my previous connection because of slow loading and slow responses on the Internet. Here is a hint the Category:People from Baie-D'Urfé only has one article and it's not enough to warrant a category and will be speedy deleted. In order to look at the explain from the edit summary, go to Hosahalli Ramaswamy's edit history and there is a current explain in relation to the hint. The problem is that you proposed deletion of an empty category, not an almost-empty category, and then made it empty to correspond with the language of the proposal. This is circular reasoning – removing the cat from the article because you want to delete the cat and then deleting the cat because it has no articles. It may well be that the category is un-needed because it's almost unused, but that's a different (i.e. non-speedy) process. You also removed the (parent) category tags from the category page, which is premature and un-necessary, since it is removed from those categories if/when being deleted.
