I have not compared this category to used for other countries, but sometime it should be renamed that it is about the person, not the attribute, e.g.
Australian people with a vision impairment
Australian people who are blind
(Note, it is not 'visually-impaired' – this is interpreted as 'ugly'. Height-impaired = short; Visually-impaired = ugly.)
