This category should not be speedy deleted as being unpopulated, because this one should be fairly obvious. Any number of famous people qualifying for wikipedia were undoubtedly born in 945. The fact that wikipedians have not identified and verified anyone yet should be seen as a challenge and not as a defect.
This eponymous category should remain as empty even if no one is identified as the fact that the year 945 has no known notable births is in itself a notable fact.
I see no reason to keep null categories. There is no reason to supposed that any notable people have clear records of birth in 945. Before 1500 you get more and more people who we do not have clear indications of when they were born. We have way too many unneeded overly short articles on Wikipedia, the last thing we need to do is encourage people to make more.
