Question about silent films edit

I was flipping TV channels and happened to run across an old silent film. I only watched it for a few minutes. But, it did raise a question of curiosity for me. Back in the days of silent films, did they actually employ a writer or a screen writer? Did actors actually recite specific lines? Or did they just say anything, to make their mouths move? Did actors actually memorize lines? Just curious. If they did hire writers and actors memorized lines, it seems all for naught. It seems like a lot of work, for nothing.
