Note: Peer review in this case is very premature. The process is intended for articles on which a considerable amount of work has already been done, not for articles in the first stages of development. Furthermore, articles with major cleanup banners are specifically excluded from the PR process. Personally I am surprised that the subject is considered notable enough to warrant a WP article; can you point to any similar ones? In any event, I suggest that you seek help, possibly from editors concerned with WP:WikiProject Wisconsin, or WP:WikiProject Scouting, in getting the article developed further.
