It's not just one article, it's all articles covering that area. Or as WP:ARBIPA puts it: "Standard discretionary sanctions are authorized for all pages related to India, Pakistan, and Afghanistan, broadly construed". Thomas.W ^talk 17:01, 5 July 2015 (UTC)

Then you should raise your concerns on the talk page of the article you're having problems with. Even though it admittedly isn't always easy considering the heated passions on both sides of the Indo-Pakistani border... Thomas.W ^talk
