Although towns are typically by nature considered notable, this one has zero references whatsoever. Perhaps it's a draft, but drafts should either be at WP:AFC or a WP:USERSPACEDRAFT. Certainly, WP:MOS issues can be cleaned up, but this should not exist as a live article until these issues are dealt with - if they are even fixable
