The admin who deleted it is Tonywalton; I just tagged it. If you want to ask a Chinese admin whether or not this page is suitable for Wikipedia, I know of one; Timotheus Canens. And I might suggest )
I'm not going to give a definitive answer, but I can say that we normally don't have national anthems of territories like this; there's no National anthem of Chechnya or National anthem of Abkhazia. However, the two people I said above will have a better idea; you will probably at least be able to add it to the article on Buryatia if it's real. Sorry, I think you misunderstood me; we don't have separate articles on those national anthems. They certainly exist, but the anthems for territories are generally incorporated into the articles on said territories. Do you understand what I'm saying now? In case you didn't know, when you add content to talk pages and Wikipedia pages that have open discussion, you should sign your posts by typing four tildes ( ~~~~ ) at the end of your comment. You could also click on the signature button   located above the edit window. This will automatically insert a signature with your username or IP address and the time you posted the comment. Note your personal sandbox (top right corner, next to your name) is a good place to develop pages before officially creating them. This will allow you to have a page with some substance before it is reviewed by "New pages patrol".
