According to Abductive, the choices were poorly worded, which in retrospect, I agree. Also, as someone pointed out, WP:ITNRD reflects current practice and doesn't seem to be something that should be modified prescriptively. I decided that I was probably on the wrong track, and someone with a better grasp of how to create an RfC should probably try their hand at it, rather than me potentially muddying up the process with an immature proposal. 🌈WaltCip-(talk) 16:19, 23 January 2023 (UTC)

In the early 1960s, NASA manager Abe Silverstein came up with a name for the U.S. space program that landed men on the Moon, and he tested it out on some of his co-managers to see if the name would stick: "There needs to be some kind of name for this program, something like Apollo. I'm not saying we should name it Apollo, but something along those lines." As it turns out, it stuck. That's what I'm trying to do. It's a bit subversive, maybe, but if it catches on, it might encourage further participation as well as help new users. Other shortcuts to that page include WP:HOWITNWORKS and WP:ITNGLOBAL.
Part of this essay was resurrected from a userpage that IntoThinAir ran, which categorized which disasters tended to be posted and their corresponding death tolls. I did consider bluelinking WP:MINIMUMDEATHS again but I'm sure that would get the article taken to MfD. So I won't press my luck. 😊 🌈WaltCip-(talk) 13:49, 25 January 2023 (UTC)
I was mulling the same already with MINIMUMDEATHS, thinking the issue was just that it was a userspace essay before. But I looked at Wikipedia:Redirects_for_discussion/Log/2018_July_9#WP:MINIMUMDEATHS, and a lot of people back then objected because some supposedly incorrectly assumed it was a guideline, never mind that it had essay written on the top. Oh yes, particularly since a lot of people were proudly stating "there's no such thing as WP:MINIMUMDEATHS" on ITN, and all of a sudden, there it was, blue-linked and everything. Collective indignation definitely played a part in that. 🌈WaltCip-(talk) 14:10, 25 January 2023 (UTC)
