I am over my head. I noticed a page and attempted an AfD. However, then I saw that the article had been speedy deleted recently, August 7, and then declined for Articles for Creation on August 29. See both these here. But then, 2 days later, this editor went ahead and created the article anyway. See here. Not realizing all this, I went ahead and nominated it for AfD, not sure if I did it right. The article is World Spiritual Foundation. I see now that Speedy Deletion would have been proper. I should have talked to someone involved, but did not notice its rather shaky recent history, and the history of this editor. Please tell me what to do.
