Request reason:

Caught by a colocation web host block but this host or IP is not a web host. My IP address is 113.52.134.107. I am currently in Mainland China and unable to freely connect to Wikipedia domains. I use a server in Hong Kong to route traffic to enable browsing of Wikipedia and similarly blocked sites. This server is not an anonymous VPN or web host, rather a clearly identifiable, permanent endpoint from which all my web traffic emanates. The IP address is not available to others to direct traffic.

Decline reason:

You have no history of constructive edits here. You do not need IPBE in order to read Wikipedia, only to edit. If you can explain what constructive edits you'd make in the near future, you are free to make a new request and IPBE may be considered for a limited duration.
